During World War I the provisioning difficulties in the city were so dire that there was a threat of famine. Although food was rationed, a lot of the citizens were starving. Wincency Łubieński started an initiative of charity kitchens for the poor. One of them was painted by Stanisław Bohusz Siestrzeńcewicz and many of them were photographed by Jan Bułhak.
